The most relevant NEBOSH qualification for safety professionals is the NEBOSH International General Certificate (IGC). It is a two-unit qualification: one written exam on management of health and safety, one written exam on controlling workplace hazards, plus a practical risk assessment. The global pass rate is around 60 to 65 percent, which means it is not easy.

NEBOSH IGC is recognised by safety employers in over 130 countries. In the Gulf, it is specifically listed as a requirement in job descriptions from Saudi Aramco, ADNOC, L&T International, and most major oil and gas contractors. In India, large multinationals and PSU employers value it for senior safety roles.

What Is OTHM?

OTHM (Organisation for Tourism and Hospitality Management — the name is now outdated as OTHM has expanded beyond hospitality) is a UK Ofqual-regulated awarding organisation that offers qualifications at multiple levels across several sectors, including health and safety.

OTHM’s health and safety qualifications follow the UK Regulated Qualifications Framework (RQF). Levels 3 and 4 are certificate and award level (roughly equivalent to A-level in academic terms). Level 6 is diploma level (roughly equivalent to a bachelor’s degree). Level 7 is master’s level.

Unlike NEBOSH, which is exam-based, OTHM programmes are typically assignment and portfolio-based. There are no formal written exams — you submit assignments assessed by your training provider and then moderated by OTHM.

Recognition: Where Each Qualification Stands

NEBOSH IGC is the dominant international safety qualification by employer recognition. In a 2025 survey of Gulf safety job postings, NEBOSH IGC appeared in 68 percent of requirements. OTHM appeared in under 5 percent.

When OTHM Makes Sense

OTHM Level 6 or Level 7 qualifications make sense if you are pursuing academic progression — using the qualification as a pathway toward a master’s degree or academic research in occupational health. Some UK universities accept OTHM Level 7 for master’s entry.

OTHM also makes sense if you have already passed NEBOSH IGC and want a higher-level qualification for career advancement. The OTHM Level 7 sits above NEBOSH IGC academically and is relevant for senior management or academic roles.

For initial Gulf job applications, however, NEBOSH IGC is the higher-priority investment.
